just double click emulators.exe and a separate window will open.Click on sony and a list of consoles will appear. Click on psp and a separate window will open.Double click on folder PSPE and unrar pspe09b and open pspe.exe.Read the readme file for more information which is provided with every console .
Might try uploading it to mediafire or rapidshare. The download speed is at max 12KB/s. I usually get 2.5 MBYTES/s! But thankyou for something that everyone said was impossible. Hope this works on Windows 7 x64.
